NASA/SSC is hereby soliciting information about potential sources to perform scientific laboratory services, and specialized technical operations at John C. Stennis Space Center (SSC), MS and Michoud Assembly Facility (MAF), LA. The new contract is expected to be a follow-on to existing contract requirements contained in the Laboratory Services Contract (NNS10AA47C), and will also include new work for MAF. This service will support the following NASA programs: SSC resident agencies, SSC commercial tenants, MAF, and other organizations which NASA supports under formal agreements. Services for this requirement will include: gas, materials, and environmental laboratory analysis; maintenance of measurement standards and calibration and repair of instrumentation; specialized technical, business, and administrative systems services and related operations required to support mission requirements. Attachment 1 is Performance Work Statement (PWS) for the current laboratory services contract at SSC. Attachment 2 is a draft PWS for anticipated MAF work requirements. The finalized PWS for SSC and MAF will be included in the solicitation. At this time no solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released, it will be synopsized in FedBizOpps and on the NASA Acquisition Internet Service (NAIS). It is the potential offerors responsibility to monitor these sites for the release of any additional information pertaining to the synopsis or any resulting solicitation. Responses must include the following: *Indicate if your interest is directed at the potential prime contract or subcontract level *Name and address of firm *Company Point of contact *Size of business *Average annual revenue for past 3 years *Number of employees *Identify ownership and which of the following apply: large business, small business, small disadvantaged business, 8(a), HUBZone, small disabled veteran owned, woman owned *Number of years in business *Affiliate information including: parent company, joint venture partners, potential teaming partners, prime contractor (if potential sub) or subcontractors (if potential prime) *List of customers covering the past five years highlighting relevant work performed. Please provide contract numbers, contract type, dollar value for each procurement, and point of contact, address and phone number. *List new technologies with relevance to the attached statement of interest that your organization has implemented for customers over the past five years. Potential offerors are asked to complete and electronically submit the attached Statement of Interest spreadsheet and narratives to address the information requested above. Submissions should be limited to five pages (Statement of Interest attachment is not included in five page limit), and sent via email to by 3:00 pm Central Time on July 1, 2014. Comments or suggestions relevant to this proposed acquisition are welcome and may be included in the submission. The Government reserves the right to consider a set-aside based on responses hereto. DO NOT SUBMIT ANY PROPRIETARY INFORMATION. The period of performance is TBD. This synopsis is for information and planning purposes and is not to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation.
