The Internal Revenue Service (IRS) intends to solicit and award to on a sole source basis a purchase order to Forensic Computers, Inc.110 Forensic Lane, Glen Lyn, VA 24093 for a 1-year extended warranty for 152 Forensic Analysis Workstations located at the Internal Revenue Service (IRS). This acquisition is authorized by FAR 11.105 and 13.106-1(b)(1). The Contracting Officer has determined that the circumstances of this action deems only one source is reasonable available. Brand Name Justification: Forensic Computers, Inc. has stated that it is the sole manufacturer as well as the sole source of the warranties for the Forensic Analysis Workstation (FAW-I).

This notice of intent is not a request for competitive proposals. This notice constitutes the only solicitation. A quote is being requested but a written RFQ will not be issued.

The resulting purchase order shall be awarded based on a technically acceptable fair and reasonably priced quote.

The closing date for this Notice is 2:00 PM Eastern Time on Thursday, June 19, 2014.

Period of Performance is from July 1, 2014 through June 30, 2015.

All products/services must be in compliance with Section 508 of the Rehabilitation Act. The appropriate Section 508 provisions for the supplies being procured is 1194-1121(a-l), 1194.22 (a), 1194.25 (e), (g-J), 1194.26 (a), (d), 1194.31(a-f) and 1194.41 (a-c). Supplies delivered as a result of this solicitation should be accepted based in part on satisfaction of 1194.31(a-f) and 1194.41 (a-c) requirements for accessibility. The following standards and provisions apply for Section 508 Determination: IRSAP 1052.239-9008 - Section 508 Information, Documentation, and Support (Sept 2006) and IRSAP 1052.239-9009 - Section 508 Conformance (Sep 2006).

The following Federal Acquisition Regulation (FAR) provisions and clauses in effect through FAC 2005-53 (8-4-11) are applicable to this procurement: FAR Clauses 52.212-4, Contract Terms and Conditions - Commercial Items, 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Order - Commercial Items applies to this acquisition. Per 12.603(b) the SF 1449 is not used. FAR 52.232-33 Payment by Electronic Funds Transfer-System for Award Management, IR1502.232-7003 Electronic Invoicing and Payment Requirements for the Invoice Processing Platform (IPP), IR1052.232-7003 W Internal Revenue Service (IRS) Invoice Processing Platform (IPP) Waiver Form, IR1052.232-7003 Electronic Invoicing and Payment Requirements for the Invoice processing Platform (IPP), and DT52.232-99 Providing Accelerated Payment to Small Business Subcontractors (Deviation).

This notice of intent to award should not be construed as a commitment by the Government to issue a formal Request for Proposal (RFP), Request for Quotation (RFQ) or contract. Any information provided to the Government is strictly voluntary. Responses to the notice of intent to award will not serve as proposals, bids, or offers which could be accepted by the Government to form a binding contract. As such, the Government will not cover any costs for any information or inquiry submitted as a result of this request.
