Tenders are invited for Aircraft Noise and Flight Track Monitoring System, National and Dulles Airports. DESCRIPTION OF SUPPLIES, SERVICES, CONSTRUCTION: The Contractor shall furnish all necessary labor, materials, tools, equipment and supervision to provide a Noise and Flight Track Monitoring System, Flight Track Position and Flight Identification Data for Ronald Reagan Washington National Airport (DCA) and Washington Dulles International Airport (IAD) in accordance with the Statement of Work at Attachment 01. All questions concerning this solicitation must be submitted by 3:00 PMJune 20, 2014 via the Airports Authority%s PRE-PROPOSAL CONFERENCE DATE: June 19, 2014 TIME:11:00 AM LOCATION: 1 Aviation Circle Conference Room 1C, Ronald Reagan Washington National Airport. SCOPE OF WORK The Contractor shall provide all labor, materials, equipment and supervision to provide a Noise and Flight Track Monitoring System, Flight Track Position and Flight Identification Data for Ronald Reagan Washington National Airport (DCA) and Washington Dulles International Airport (IAD). Purpose This Statement of Work specifies the minimums associated with the acquisition of a new Noise & Flight Track Monitoring System with Flight Track Position Data and Flight Identification Data for DCA and IAD. It defines the requirements and quality of standard for: Flight Track Position Data and Flight Identification Data (Flight Track Data); Noise & Flight Track Monitoring System (System) with Public Web-Access Portal (Public Portal) Design, Delivery, and Maintenance; Noise Monitoring Terminal (NMT) Maintenance. Final components and configuration shall be incorporated via Contract Modification as noted in Paragraph VI, Performance and Acceptance. III. Flight Track Position Data and Flight Identification Data Source Contractor shall deliver Flight Track Data for DCA and IAD including: 1. Airport Surveillance Radar (ASR); Automatic Dependent Surveillance-Broadcast (ADS-B) and Airport Surface Detection Equipment, Model X (ASDE-X); 2. Ten (10) minute delay of the flight operation; 3. 30 nautical mile radius from each airport center, up to a minimum altitude of 20,000 feet MSL; 4. Data capture, ninety-five percent (95%) or higher, with accurate identification of the following minimum criteria: a. Flight track altitude (AGL/MSL); b. Flight Track Point (Lat/Long); c. Flight Track Time (hh:mm:ss); d. Flight identification; e. Beacon code; f. Aircraft type; g. Propulsion type; h. Operation Type; i. Runway Assignment; j. Speed (kts); k. Stage length; l. Origin airport; m. Destination airport System and Public Portal Technical Criteria All System components shall utilize State-of-the-Art web-hosted hardware, software and associated applications.
