The U.S. Geological Survey, Pacific Islands Water Science Center (PIWSC), Pacific Island Ecosystems Research Center (PIERC), and Hawaiian Volcano Observatory (HVO), have requirements for Enhanced IP Data Service (25 Mbps) at these three USGS locations. The periods of performance for these services will be one (1) base year and four (4) option years. The Government intends to negotiate on a non-competitive basis with Hawaiian Telcom, Inc. of Honolulu Hawaii, in accordance with Federal Acquisition Regulation (FAR) 13.106-1(b) and the procedures at FAR Part 12, Acquisition of Commercial Items and FAR Subpart 13.5, Test Program for Certain Commercial Items. Hawaiian Telcom, Inc. is the only interisland local exchange carrier (LEC) of voice and network services. They are the only carrier to have the infrastructure (including copper and fiber optic cabling) to USGS locations at HVO and the PIERC Field Office on the Big Island. Hawaiian Telcom, Inc. is the only carrier to provide MPLS services over a fault tolerant interisland network. They are the only carrier to provide Ethernet based vLAN services over an MPLS network.Other interested concerns having the ability to furnish these services may submit a capabilities statement to the Contracting Officer via email at no later than the closing date of this announcement at 17:00 local time. All submissions will be evaluated to determine if competitive opportunities exist. As required by FAR 5.101(a)(1), the forthcoming Request for Quote (G14PS00377) will be made available through the GPE on or about May 14, 2014 whether or not competitive opportunities have been identified. All responses must be in writing.
