THIS ANNOUNCEMENT IS FOR INFORMATIONAL PURPOSES ONLY. Under the authority of FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, under the North American Industry Classification System (NAICS) code 541513, the Millennium Challenge Corporation intends to negotiate on a sole source basis a contract to Microsoft Corporation. This sole source contract is required to seamlessly integrate Microsoft's technologies including the required security tools and accessibility tools to securely and easily deliver these services to the MCC community. In particular integration issues can lead to lengthy and costly troubleshooting and result in loss of business productivity. With the growing move toward mobility to meet MCC business needs, MCC requires expertise in industry trends and secure configuration options.

To address these issues, MCC requires:

* An assigned Microsoft Technical Account Manager (TAM) who will serve as a liaison between MCC and the service delivery staff. The TAM is also responsible for arranging Premier Support services to meet business requirements, manage escalation to other resources, and expedite problem resolution.

* Direct access to various Microsoft product teams, software developers and source code for current and future products to include insight into the architecture of current solutions to facilitate smooth migrations to existing and future products/versions.

* Quick and comprehensive resolution of product support requests, troubleshooting and hot-fixes as necessary to address MCC technical issues.

* Problem resolution support 24 hours a day, 7 days a week.

These services will help with deployment of additional Office 365 Services and resolution of issues that relate to the Office 365 subscription.

In addition, training and education services are required to empower the MCC to make the most of the Office 365application and to provide technical information to assist in the design, development and deployment of Microsoft technologies in an expedient manner.

The period of performance is for one (1) year.

Microsoft is the sole developer of the Office 365 service and this support is only available directly through Microsoft.

THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. All responsible sources that feel they should be considered qualified to provide the foregoing services may submit a response to this notice within 15 days of notice publication to Catherine Palmer at Information furnished shall include enough detailed documentation to allow the Government to perform a proper evaluation. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. The Government is not obligated to and will not pay for any information received from potential sources as a result of this notice. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
