SOURCES SOUGHT NOTICE: THIS IS NOT A SOLICITATION; no award will be made as a result of this request. This request for information is for information purposed only; this is not a Request for Proposal (RFP). All interested parties are encouraged to respond to this Sources Sought Notice. The Government will not pay for information and materials received in response to this posting and is in no way obligated by the information received. This is NOT A REQUEST FOR PROPOSAL. Companies who desire to participate in this market survey are encouraged to submit a white paper which supports the company's claim that it presently has the technology, qualification, and capabilities to satisfy one or more of the performance and technical objectives described in the attached draft PWS (located under additional information, additional documentation). The following questions should be answered within the white paper response: 1. What socioeconomic category does the company fall under 2. Would you intend to be a Prime of Sub 3. Which part of the PWS would you subcontract Please estimate the maximum percentage of the overall requirement which your organization could perform with in-house resources. Consider the language at FAR Clause 52.219-14(c) -- Limitations on Subcontracting. 4. Provide a statement or explanation of the company's background, technical expertise, experience, staffing, and other capabilities that demonstrate the company's ability to perform the stated services and requirements. What is your team's knowledge and experience in the following areas a. Planning, Programming, Budgeting, and Execution (PPBE) b. Army Flow Model (AFM) Software c. Force Development Investment Information System (FDIIS) Software d. Army Force Management e. Army IT Operations and Services f. Joint and Army requirements processes as outlined in Chairman, Joint Chiefs of Staff Instruction (CJCSI) 3170.01 Joint Capabilities Integration and Development System (JCIDS) 5. Has the Offeror ever had a Department of Defense Contract If so, answer the following: g. How large was the team h. What was the total value of the contract i. How large was the customer organization 6. How does the Offeror demonstrate the necessary skills, relevant experience, and capabilities to successfully perform all tasks in the PWS 7. What experience does the Offeror have with designing a complex integrated software system based on Government requirements 8. What experience does the offeror have with entering all Architectural support and description documentation in the appropriate enterprise tracking system, and receiving an HQDA CIO/G-6, IATO/ATO, as described in Army Regulation (AR) 25-2 quote mark Information Assurances quote mark 9. What specialized experience does the contractor possess in order to provide uninterrupted continuous service of the Army Equipping Enterprise System (AE2S) comprised of the following modules: Army Flow Model (AFM), Force Development Knowledge Center (FDKC) and Force Development Investment Information System (FDIIS) 10. What specialized experience does the contractor possess to build the next generation AE2S system and discontinue the Legacy AE2S system 11. Can the contractor provide the necessary subject matter expertise to perform all tasks successfully 12. Areas or tasks where a contractor does not have prior experience should be annotated as such.
