Galt City Council to discuss financing sewer plant upgrades

May 05--Galt water users could see monthly rate increases between $15 and $23 beginning in mid-2016 based on finance options the Galt City Council will discuss at its regular meeting Tuesday.

Council members will hear a presentation from the Public Works Department regarding the city's preliminary wastewater treatment plant upgrade project and how to pay for it. Potential rate increases, which could be spread out over a period of years, will be discussed by the city council at a later date.

In 2010, the Regional Water Quality Control Board issued the city a new permit regarding discharge requirements.

They carry a strict compliance deadline requiring improvements be activated by September 2015. If not met, the city faces a $3,000-per-day fine.

The city has been working on preliminary improvements and to date has about $5.5 million in wastewater funds set aside for this purpose, according to city officials.

The entire project, however, carries an estimated $26 million price tag.

To pay for it, city staff have looked into various finance options including loans, bonds or paying cash. The latter has time constraints due to the strict 2015 deadline.

Last August, the city applied for a public loan from the state and has been working on required financial documents to complete the request. An update will be provided Tuesday.

In other action, council members are scheduled to:

--Receive a presentation from the Liberty Ranch High School Agriculture Class regarding the Future Farmers of America grant.

--Vote on amending the Downtown Revitalization and Historic Preservation Specific Plan to permit wine tasting in the commercial land use areas.

--Approve using council members' discretionary funds for various projects.

--Vote on awarding a $480,000 contract for State Route 99/Central Galt interchange landscaping improvements.

--Make appointments to various city boards and commissions.

The city council meets at 7 p.m. Tuesday in the council chambers at City Hall, 380 Civic Drive, Galt.
