NASA/GRC has a requirement for the annual maintenance, support and upgrades to the following Agilent licenses: (1) EA W2302EP/121549 Transient+Convolution Element license floating single site (1) EA W2202BP/121550 ADS Core, Layout, Harmonic Balance bundled license floating single site (1) EA 2361EP/121551 Ptolemy and VTB Engine software license floating single site (1) EA W2362EP/121552 RF Architect and Synthesis Element license floating single site NASA/GRC intends to purchase the items from AGILENT TECHNOLOGIES, INC., 9780 S Meridian Blvd., Englewood CO 80112-5910. The original suite of licenses was purchased from this vendor on a competitive basis some years ago. We have been purchasing the maintenance, support and upgrades from Agilent since the original purchase. They have developed the software, own the source code, and the licenses are proprietary to them. The Government intends to acquire a commercial item using FAR Part 12 and the Simplified Acquisition Procedures set forth in Far Part 13. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on May 30, 2014. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. NASA Clause 1852.215-84, Ombudsman, is applicable.
