Managed Service, Hosting of Oracle PeopleSoft

Tenders are invited for Managed Service/Hosting of Oracle PeopleSoft. SCOPE OF PROJECT 5.1.1 Introduction: The SoK Office of Systems Management seeks to pursue an application hosting arrangement to include production support, maintenance, and application development/upgrade support due to the tight labor market for technology support staff and cost to maintain/support hardware internally. This initiative is part of an overall technology as a service sourcing strategy that seeks to engage external partners to provide SoK with services in areas that have the potential to improve service levels, reduce risk and supplement SoK resources to focus on unique needs and priorities. The initial contract will be for 5 years with 3 optional 2-year renewal periods. This request for proposal outlines the current enterprise system environment, describes the required scope of hosting, production support, maintenance and application development, and establishes the service levels SoK seeks from the successful bidder. It also includes a set of instructions for responding firms to follow in order to describe their experience, capabilities and financial proposals. Bidders should provide the hosting options in an organized menu in order to allow SoK to choose the levels of support that best fit SoK needs. SoK requires a single prime contractor as the result of any contract negotiation, and that prime contractor shall be responsible for all deliverables specified in the RFP and proposal. Prospective bidders may enter into subcontractor arrangements, however, must acknowledge in their proposals total responsibility for the entire contract. If the bidder intends to subcontract for portions of the work, the bidder is required to identify any subcontractor relationships and include specific designations of the tasks to be performed by the subcontractor. Information required of the bidder under the terms of this RFP is also required for each subcontractor. The prime contractor is required to be the single point of contact for all subcontract work. The State of Kansas requires that the prime contractor shall not contract with any other party for any of the services herein contracted without the express prior written approval of the State of Kansas. 5.1.2 Current Environment: SoK currently hosts, supports, maintains and provides application development for integrated PeopleSoft Financials (FN) v9.0, Human Capital Management (HCM) v9.1 and BI Analytics (BI) systems. SoK maintains one production, and multiple non-production, environments for each application. SoK maintains its own licenses for the Oracle enterprise database, tuning pack, and development PeopleTools licenses, along with Business Objects, and Phire. SoK is open to continuing to maintain these licenses or obtaining them through the hosting provider, whichever is more cost advantageous. PeopleSoft modules owned and implemented are listed in Appendix E. Supporting Software is listed in Appendix F.
