The U.S. Department of Treasury, Internal Revenue Service (IRS), The Customer Assistance, Relationships and Education (CARE) organization and Wage and Investment Division (W&I) has a requirement for desktop, web-based commercial off-the-shelf (COTS) and self-preparer electronic tax preparation and transmission software and support, compliant with IRS electronic e-file and security requirements. All versions of the software will be used by the IRS tax assistance programs to provide free electronic federal and state tax return preparation and transmission for qualified taxpayers. The software is expected to be used by tax professionals, non-tax professionals who are IRS partners, volunteers, employees and taxpayers. Requirements include, but are not limited to, the following:

* Tax Software, * Software distribution, * Software Maintenance (i.e. fix software bugs/problems, updates and upgrades), * Help desk assistance via web/phone/email, and technical trouble-shooting support, * Support services, * Web-based training, to include training, web site operation, and * Compliance to IRS regulatory, security and privacy standards.

The IRS intends to competitively solicit on a "full and open" basis by issuance of a Request for Proposal (RFP) approximately within the next three weeks. It is intended that this procurement will be competed in accordance with FAR Part 15. The North American Industry Classification System (NAICS) 511210 Software Publisher ($35.5M). A 12-month, firm fixed price contract with 4 one-year option periods is planned. Once the solicitation is released, every timely proposal that is submitted by an eligible, responsive and responsible offeror will be considered by the agency.

The RFP will be posted on the FedBizOpps (FBO) under the following solicitation number TIRNO-14-R-00028. All relevant information regarding proposal preparation, submission, and criteria for award will be included in the solicitation document. Telephonic inquiries will not be accepted regarding this synopsis. Offerors are responsible for monitoring the FBO site for all information relevant to the solicitation, to include solicitation amendments and notices.
