The Cherry Point Satellite Contracting Office, Marine Corps Air Station (MCAS), Cherry Point, NC 28533 hereby gives notice of their intent to award a contract to General Lasertronics Corporation, 830 Jury Court, Suite 5, San Jose CA 95112 (Cage Code: 09HR7) on a sole source basis in accordance with the Federal Acquisition Regulation (FAR) Subpart 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The Fleet Readiness Center (FRC) East, located at MCAS Cherry Point, NC has a requirement for the Upgrade of the Laser Systems and related equipment on the Automated Rotor Blade Stripping System (ARBSS). The requirement, for the upgrade of three (3) 200 Watt lasers to be replaced with three (3) 400 Watt lasers, and replacement of the laser chiller for cooling the laser equipment. The procurement requires the integration of General Lasertronics technology into the upgraded laser system to properly strip the coating off the rotor blades.

The Original Equipment Manufacturer, General Lasertronics, in conjunction with the Department of the Navy, Naval Undersea Warfare Center (NUWC) Division located at Keyport WA was directly involved in the development of the existing Automated Rotor Blade Stripping System (ARBSS) that is currently in use at the FRC-EAST. General Lasertronics is the sole designer, developer, and integrator of the existing laser system in use in the ARBSS. General Lasertronics developed and currently maintains the only NAVAIR and Sikorsky Aircraft Corporation approved color recognition technology for safely stripping the rotor blade coatings using lasers without damaging the blades. This color recognition technology is proprietary to General Lasertronics and cannot be released to a third party. This process is currently used solely for blades on Sikorsky H-53 and H-60 helicopter platforms. This upgrade will provide laser stripping capability for blades used on Bell H-1and Bell-Boeing V-22 aircraft. Given General Lasertronics' involvement with the original design, development, and qualification of the technology to laser strip the coatings from rotor blades, General Lasertronics is the only known source with the original design intent, engineering drawings, and technology capable of providing the required upgrade to the ARBSS's laser systems. Therefore, based on the above stated information, the government intends to procure these products on a sole source basis from General Lasertronics Corporation.

THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, all quotes received within fifteen (15) days after the date of publication of this synopsis will be considered. Interested parties may identify their interest and unique capabilities to respond to this requirement or submit their quote. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
