This Sources Sought notice is for information and planning purposes only and does not constitute a Solicitation and is not to be considered as a commitment by the Government. No awards will be made from this Sources Sought Notice. No solicitation will be available at this time. However, responses to this Sources Sought Notice may be used to determine appropriate acquisition strategies for future acquisitions. The Army Corps of Engineers, Baltimore District intends to solicit and award a real estate license agreement subscription service purchase order for the Real Property Services Field Office (RSFO) located in Annapolis Junction, MD. The purchase order will be for a base period of one year with four one-year option periods. This project may include a specific contractor, as described below, unless the results of these sources sought notification indicates otherwise. The intent of this notice is to determine the availability of qualified commercial sources technically capable of providing information services to commercial real estate professionals in the United States and the United Kingdom. RSFO's in-house appraisers require access to property information for multiple locations for each appraisal that is completed. The current contractor, Costar, provides a specific program that can be used on-site for each appraisal location. It can also be used to analyze market conditions by calculating current vacancy rates, absorption rates, average rental rates and forecasting future trends based on user-selected variables which is information needed to complete each appraisal in a timely manner. The database must be able to compress real estate decisions from weeks to minutes and must be able to search via a radius, market, or set boundaries to focus on a particular area. Must have access to more than 1.5 million fully researched and continuously updated commercial properties of all classes and types to include information such as property location, floor plans and amenities, extensive demographic data, traffic count data, mapping and a reporting function.
