Provision of Banking Service

Tenders are invited for Banking Service. OVERVIEW The Agencies are soliciting proposals for a primary banking relationship; the bank must be able to provide the full range of banking services required by this Request for Proposal (RFP). Refer to Section III of this RFP for an expanded description of the Scope. Deadline for all questions to RFP Wednesday, May 28, 2014, 3:00 p.m. SCOPE The contractor, as a minimum, must achieve and maintain the performance outcomes, consistent with the Agencies standards or performance standards otherwise agreed to by the Agencies through a contract resulting from this RFP. Proposers also may propose additional performance outcome (beyond the minimally required). 1. Current Banking Services Overview Nashville MTA/ DTO General DDA and Banking Nashville MTA currently maintains seven (7) bank accounts related to the daily activities of the Nashville MTA and the Davidson Transit Organization (DTO). The following is a description of the types of bank accounts required by Nashville MTA / DTO: 1. One (1) Revenue account (main operating account for Nashville MTA) for receiving and processing ACH and wire transactions, teller deposits, current and previous day online banking reports, image services and cash vault processing. This account is interest bearing. 2. Two (2) Voucher accounts for issuance of checks. The Nashville MTA voucher account is a ZBA while the DTO voucher maintains a balance of approximately $750,000. The DTO voucher account is interest bearing. Nashville MTA is considering adding positive pay services on these two accounts. The combined check total is approximately 450 per month. 3. Zero Balance DTO Payroll Account. Payroll is an outsourced to a third party processor, so the only checks issued from this account are the supplemental (payroll adjustment) checks. This amounts to approximately 130 checks written per month. Positive pay will not be considered for this account. 4. Three (3) DTO claims accounts for Medical, Worker s Comp and Liability claims. These accounts are interest bearing. All three accounts issue checks, approximately 950 per month, and require image capabilities. 5. All accounts currently utilize online banking for purposes of viewing transactions, images of items and receiving statements. Nashville MTA s Revenue account also has current day reporting capabilities. 2. Technical, Operational and Service Capabilities MANDATORY REQUIREMENTS a) Proposer must respond to all services requested. Responding to partial services may result in Proposer being disqualified. b) Proposer must provide responses to all questions in this section and section IV. c) Proposer must provide the ability to process ACH and wire transfers online.
