Classification Code: AC14 - R&D- Defense System: Aircraft (Engineering Development) NAICS Code: 541 - Professional, Scientific, and Technical Services 541712 - Research and Development in the Physical, Engineering, and Life Sciences (except Biotechnology) The Naval Research Laboratory is pursuing placement of a Multiple Award Indefinite Delivery Indefinite Quantity (IDIQ) Contract with a five year ordering period for engineering and technical support for the performance of specialized design, fabrication, installation, operation, removal, disposal, and maintenance of unique research systems associated with VXS-1 airborne research laboratories. The estimated value of this acquisition is $25,000,000.00.

To accomplish airborne-related S&T requirements, the Chief of Naval Operations (CNO) has tasked the Naval Research Laboratory (NRL) and Scientific Development Squadron ONE (VXS-1) to provide the necessary aircraft and support personnel. In turn, NRL maintains a Military Support Division (MSD), Code 1400, that ensures military and contractor personnel are available to meet project requirements. MSD also provides coordination and serves as a liaison between the scientific communities at NRL, other government activities and VXS-1 at Naval Air Station (NAS) Patuxent River, Maryland. VXS-1 employs numerous aircraft to accomplish ground and flight test evolutions.

A complete performance work statement (PWS), personnel requirements, and contract data requirements will be available as part of this solicitation. A DD254, Contract Security Classification Specification, shall be applicable to any prospective work covered under this solicitation. Prospective contractors must have: (1) the required SECRET facility clearance and (2) personnel available with favorably adjudicated investigations and final DoD granted personnel security clearances. Note: NRL does not sponsor clearances for contractors.

The anticipated ordering period shall be five (5) years from the date of contract award. Based on a survey of the market, the government has determined that the services to be acquired do not meet the definition of a commercial item. Therefore, the government does not intend to use the procedures as outlined in FAR Part 12 for this acquisition. This solicitation is issued on a full and open competitive basis. The Government anticipates award of multiple Indefinite Delivery, Indefinite Quantity Contracts with Firm-Fixed Price and Cost-Plus-Fixed-Fee term and completion type task orders. NRL uses electronic commerce (EC) to issue requests for proposals (RFPs) and amendments to RFPs. Paper copies of the RFP will not be provided. The actual closing date for proposals will be stated in the solicitation when issued. This solicitation and any amendments to it will be available via the internet starting approximately fifteen (15) days after publication of this announcement at the URL provided below.
