Disaster Recovery Services

Tenders are invited for Disaster Recovery Services. Question Date - 22nd May 2014. Mandatory Pre - Conf. Meeting Date - 10th June 2014. Brief Overview of the Project The Information Technology Division is soliciting proposals from qualified vendors to provide disaster recovery (DR) services for its production servers, storage, and network. The Recovery Time Objective (RTO) is 48 to 72 hours with a Recovery Point Objective (RPO) of 48 to 72 hours. The Harbor Department s production environment is comprised of three ESX 5.5 servers hosting over 120 Windows 2008 servers using 55TB of SAN storage and twelve Redhat Linux servers running Oracle EBS using 6TB of SAN storage. It is the Harbor Department s goal to achieve the RTO and RPO of 48 to 72 hours in a cost effective manner. The duration of the contract awarded as a result of this RFP is expected to be three years from the date of execution of the agreement. Project Scope of Work General Requirements The following are the base hardware, software and network requirements the Harbor Department needs for DR. The base approach is traditional tape-to-disk recovery. Vendors may propose cost effective alternate solutions to tape-to-disk recovery, but proposers must also provide a quote for the base requirements. Within 24 hours of receiving a DR declaration from the Harbor Department, the vendor will provide servers, storage, and network connectivity as described in Attachment 1. Hardware Requirements Please see Attachment 1 for the Harbor Department s hardware requirements. Software Requirements The Harbor Department will provide all software licenses necessary for the DR environment. The Harbor Department is seeking OS pre-load services for the ESX servers and the Windows 2008 R2 server. Network Requirements The vendor will provide: 1. Dedicated IPv4 connectivity (transit) to the internet with a burstable connection of at least 25 Mbit/s. The Harbor Department will provide IPv4 address space out of its own allocation. 2. 10 GB switch (CISCO 6509 or comparable) and 8 GB fiber connections to servers/storage. 3. Facilities for a local DR work site with a secure link to the Harbor Department s hosted DR site. 4. Point-to-point Ethernet connection of at least 1000 Mbit/s. Connections to the City of Los Angeles IT facilities will be needed for data transfers. 5. Access control mechanisms, such as router Access Control Lists (ACLs), to filter traffic but only at the request and approval of the Harbor Department. 6. For the duration of declared disaster, 24x7 Network Operation Center (NOC) support for problem resolution. Contact information for the NOC and escalation procedures are to be provided. 7. Network security infrastructure at the local DR work site and the DR site. 8. If needed, based on the scope of the disaster, website hosting for the Harbor Department s external website. Testin
