The US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Strategic Sourcing Acquisition Division intends to award on a sole source basis with Ace Info Solutions, Inc. using the procedures in FAR Part 16.505(b)(2)(ii)(D) as well as 16.505(b)(2)(i)(C), to increase the ceiling by $140,000.00 for the National Weather Service (NWS) NLETS telecommunication system interface. Ace Info Solutions, Inc. is the only party known to NOAA who can meet these requirements. The statutory authority for other than full and open competition is 41 USC 253(c)(1) as implemented by FAR 16.505(b)(2)(i)(C), which states "The order must be issued on a sole-source basis in the interest of economy and efficiency because it is a logical follow-on to an order already issued under the contract, provided that all awardees were given a fair opportunity to be considered for the original order." The government's surge in IT security requirements exhausted infrastructure ceiling sooner than anticipated. This is not a solicitation for competitive quotes. However, if any other interested party believes that it can meet the requirements, it may submit a statement of capabilities, which if timely received, will be considered by NOAA.
