Feb. 07--BUCHAREST -- Eugen Nicolaescu is the Liberal Party's nominee for Minister of Public Finance.
Liberal Eugen Gheorghe Nicolaescu was born August 2, 1955 in the village of Gradistea -- Comana commune, Giurgiu County (southern Romania).
He earned a bachelor's degree from the Faculty of Commerce -- Academy of Economic Studies of Bucharest (1982). Doctor of Economic Sciences (2007). Chartered Accountant (1996), independent external auditor (since 1998), financial auditor (2001). Completed specialization stints at the Ministry of Public Finance in the new accounting system (1992 and 1993); financial management (1995); international accountancy standards at the Ministry of Public Finance and the World Bank; financial audit at the Institute of Chartered Accountants of Scotland in 2000. Since 2008 he is a financial audit trainer (certified by the Academy of Economic Studies of Bucharest) and a tax consultant, member of the Romanian Chamber of Tax Consultants. As of 2010, he is a trainer in tax audit quality, certified by the Institute of Chartered Accountants of Scotland.
Nicolaescu worked as a business and product technologist at the 'Flora' Hotels and Restaurants Complex of ITHR Bucharest; economist with the Ministry of Tourism (1982 -- 1985); analyst -- economist with the Procurement department of the Special Equipment Industrial Center of the Ministry of Industry and Resources (1985 -- 1990); head of the Procurement service of the RATMIL public corporation of the Ministry of Industry and Resources (1990 -- 1991); economist with the same service (1991 -- 1993); head of the RATMIL Budget & Economic analyses Service (1993 -- 1994); Chief Financial Officer (1994 -- 1997) and CEO (1997 -- 1998) at the RATMIL public corporation. CFO with a private company (1998 -- 1999).
Deputy Secretary-general with the Ministry of Public Finance (1999 -- 2000).
Assistant Professor at the 'Spiru Haret' University (2000-2001) and Assistant Professor with ASE Bucharest (2001-2002). Assistant Professor, PhD with the 'Dimitrie Cantemir' Christian University -- Faculty of Finance, Banking and Accounting (since 2010).
Member of several professional associations: Romanian Association of Chartered and Certified Accountants (1996); Chamber of Financial Auditors of Romania (since 2000, first vice president of the institution between 2000 and 2011); Romanian Chamber of Tax Consultants (2007), honorary financial auditor (as of 2011); Committee for Excellence (2011).
On December 1, 2000, Eugen Nicolaescu was awarded the National Order 'Faithful Service' in the rank of Knight.
Member of the National Liberal Party (PNL). Chairman of the PNL Mures county organization (2001 -- 2004); member of the PNL Executive Bureau. Vice-leader of the parliamentary group of the National Liberal Party (September 2001 -- September 2002) and head of the same group (December 28, 2004 -- September 5, 2005). PNL deputy chairman since 2007. On April 7, 2012 he was named acting chairman of PNL Bucharest.
Elected a PNL deputy for the Mures constituency for the 2000 -- 2004 term, reelected on the lists of the DA Alliance following the November 28, 2004 ballot. PNL deputy for the constituency of Calarasi for the 2008 -- 2012 term.
Following the Dec. 9 parliamentary elections he won a seat of deputy on the lists of USL in single-member constituency No. 15, Bucharest Sector 3, with over 50 percent of the votes.
Nicolaescu was a Health Minister in the Tariceanu Cabinet between August 22, 2005 -- December 22, 2008.
As of December 21, 2012 he served as Minister of Health in the Ponta II Cabinet.
On February 10, 2014 the PNL Political National Bureau picked him for the Public Finance portfolio.
