Peduto Announces Changes to City's Financial Operations

PITTSBURGH , Feb. 5 -- The Pittsburgh mayor issued the following news release: Mayor William Peduto today announced the formal restructuring of the City of Pittsburgh's financial management and operations to strengthen oversight and performance on revenues, administration and budget. This Office of Management and Budget (OMB) has been separated from the Finance Department and Edward S. Kiely , Ph.D. has been hired as its new Director. His role will be to develop a performance-based model for the budget and long-term strategies for all City assets. Performance-based budgets are a way to allocate resources to achieve specific objectives based on program goals and measured results. Dr. Kiely's expertise in organizational strategy, management, and transformational leadership makes him a perfect leader for OMB. In addition, Mayor Peduto has retained Scott Kunka as Finance Director and Margaret Lanier as Treasurer. Their institutional knowledge will be critical to a smooth transition of the City's financial operations. Both the Assistant Treasurer and Assistant Finance Director positions will be posted on . Mayor Peduto's vision is to create a nexus of city budgeting around performance, technology and sustainability. By separating the functions of the City's financial operations, the opportunity to place stronger checks and balances on City taxpayer money, create better guidelines for accountability, and institute the long needed reform of performance based budgeting all become a part of the Next Pittsburgh. Dr. Kiely's biography appears below. Edward S. Kiely , PhD. Ed has been managing, consulting, public speaking and teaching for thirty years. His core concentrations are organizational planning and strategy, performance and accountability, change management, strategic management and transformational leadership. His doctorate is in management from the Graduate School of Public and International Affairs of the University of Pittsburgh . He has worked with over 100 clients -- businesses, governments, foundations, universities and non-profit organizations at all levels -- local, state, national and international.
