In this role, Cooper will bring his experience introducing innovative technologies into government and commercial enterprises to accelerate DMI’s enterprise mobility and analytics offerings.

  • Cooper will focus on furthering DMI’s growth by leveraging his relationships in the public and private sector. He will be responsible for identifying innovative opportunities to bring mobility and analytics solutions to clients around DMI’s full suite of mobile enterprise and big data capabilities.
  • Prior to joining DMI,Cooper was the Acting Deputy Assistant Administrator and CIO for Information Technology and Services at the Federal Aviation Administration (FAA) where he co-led the transformation of the 1,000+ person IT organization into shared services, guided the development of the agency’s three-year IT strategy, and set forth a vision for “Information as a Service” in support of the FAA’s 50,000 employees.
  • Cooper served as the CIO for the Air Traffic Organization – where he led the introduction of mobile technology into the FAA in 2010, initiating and overseeing at that time the largest operational pilot program of tablets and smartphones across the federal civilian landscape. Cooper led the transformation of the ATO’s Information Technology organization to enhance the use of IT in the safe separation of aircraft and mission support.
  • Cooper was the first CIO for the Department of Homeland Security (DHS) – where, appointed by the President, he established the organizational and technology infrastructure needed for ‘day one’ operations of the new department, along with a series of ‘firsts’ in support of the missions set forth by Congress for DHS.
  • Cooper has more than 30 years of information technology experience at other major enterprises including serving as the CIO of the American Red Cross, CIO of Corning, Incorporated and senior positions at Eli Lilly and Company and CSC. In these roles he pioneered the use of the internet in the early 90’s for public sharing of healthcare information; helped introduce analytical models to segments of the workforce; and leveraged mobile and cloud technologies to significantly reengineer the service delivery model of the American Red Cross during Hurricanes Katrina, Rita, and Wilma in 2005.
