Description NASA/GSFC plans to issue a Request for Proposal (RFP) for the Leadership Development and Excellence in Management (LDEM) program. This is a Women Owned total small business set-aside competitive follow-on contract for the services currently being provided under contract NNG09AZ26C. The majority of work under this contract shall be in support of missions of the GSFC. In order to support these missions the following functions will be performed under this contract: Provide a formal Leadership Development Program divided into four, levels: (a) early-career, (b) mid-career, (c) supervisors and managers, (d) senior executive leaders. Workshop components could include training, mentoring, shadowing, coaching or other learning elements. The Government does not intend to acquire a commercial item using FAR Part 12. This procurement will be a Women Owned Small Business Set Aside competition. All responsible sources may submit an offer which shall be considered by the agency. The anticipated release date of the Request For Proposal (RFP) is on or about February 18, 2013. The government intends to hold a Pre-Proposal Conference after the release of the RFP. This Women Owned Small Business competitive procurement will result in a Firm Fixed Price (FFP) Indefinite Delivery, Indefinite Quantity (IDIQ) contract. The Government intends to perform the evaluation in accordance with FAR Part 15. NASA Clause 1852.215-84, Ombudsman, is applicable. The solicitation and any documents related to this procurement will be available over the Internet. These documents will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application.
