Feb. 25--COAL TOWNSHIP -- The Anthracite Outdoor Adventure Area Authority approved Monday having a law firm to represent it in obtaining a line of credit.

Four members of the authority in attendance appointed Harrisburg-based Eckert Seamans Cherin & Mellott LLC to help the authority obtain a line of credit not to exceed $12,500.

The authority needs to purchase small items that the Department of Conservation and Natural Resources (DCNR) won't pay for, and to provide salary and benefits to the park operations manager they plan on hiring, Chairman Jim Backes said.

DCNR will not pay for equipment, such as hand tools, chainsaws or mowers, that can be easily stolen, he said.

If awarded a circuit grant the authority applied for, the manager position will be fully funded in the first year and then funded 75 percent in the second year, 50 percent in the third and 25 percent in the fourth.

In order to provide initial health care and pension benefits and salary on their end, the authority members need to have the line of credit, Backes said.

The grant application is currently being reviewed, he said.

Members want someone hired before the tentative grand opening date of May 17.

Backes also announced the trailhead was "almost fully complete."

Volunteers will be painting inside soon, and once the snow has melted and the weather is better, a list of minor "punchlist" items will be finished, he said.

The authority members approved the Northumberland County Planning Department to issue payment to Paul Kreco Electric, Coal Township, in the amount of $466.45, as submitted by Pennoni Associations, Mechanicsburg, for the AOAA trailhead project.

It's the last electric bill, Backes said.

In other business, the authority:

- Will seek verbal quotations for the purchase and installation of automatic garage door openers for the AOAA trailhead garage.

- Approved the 2014 AOAA pass application with a previously approved fee schedule.
