HTC also used the same camera used in the HTC One for the Mini version, which comes in at a shy 4 megapixels, but the large size allows for more light. The front camera has a 1.6MP sensor that captures images in 720p while the rear camera records at 1080p.
Galaxy S4 Mini has an 8MP camera with 1080p similar to its front camera which has a 1.9MP sensor. Similarly, Apple's 5c has an 8MP iSight sensor in the rear and a 1.2MP at the front.
