Feb. 17--The Greater Texoma Utility Authority passed measures in a monthly meeting Monday that will lay the groundwork for bonds to upgrade two water systems in Grayson County.
The GTUA passed measures finalizing the financing of a bond for the Northwest Grayson County Water Control and Improvement District for the construction of a new well, ground storage unit, and water pump for the project.
Northwest elected to use a direct purchase loan from Compass Bank to finance the $1.355 million project. The 15-year bond will have a 3.76 percent annual interest rate, making it the lowest interest option, said GTUA General Manager Drew Satterwhite.
In a separate action, the Board approved a request to solicit bids for the project. The Board also set agreements for the repayment of the bond debt. The agreement is similar to a previous agreement used to repay a 1998 bond.
The GTUA Board also approved measures that will allow it to apply for a bond, not to exceed $485,000, with the Texas Water Development Board using funds from the Drinking Water State Revolving Fund for infrastructure upgrades in Van Alstyne. The upgrade includes a connection to the Collin Grayson Municipal Alliance pipeline, a pumping station, and the ground storage tank to be used for the blending of water.
The Board approved a project proposal from McManus & Johnson Consulting Engineers LLC for engineering services, Norton Rose Fulbright to provide bond counsel services, and Specialized Public Finance to provide financial advisory services for the project.
In other matters, the Board approved a measure that will allow the GTUA to amend an application for financial assistance with the State Infrastructure Bank for financing the relocation of a pipeline on Highway 121, south of Melissa. As TxDOT plans to widen the road into a four-lane highway, the GTUA has been asked to move the line out of the new right of way for the highway at a projected cost of $300,000 for the entire project. The initial projected costs for the project came significantly under all received bids for the project, necessitating the increase from $300,000 to $340,000 in financial assistance.
The Board also awarded a contract for water tank rehabilitation for the city of Ector to Central Tank Coatings of Elgin, Iowa. The project is expected to cost about $88,000 including maintenance to the city's water tank and the removal of lead lining the inside of the tank.
The Board also issued a change order to a contract with Jerry Paul Higgins, Ltd. for work on the Sherman wastewater treatment plant. In July, the board accepted a bid of $216,500 from Higgins for the manufacture and delivery of a bar screen for the facility. As the project advanced, it was discovered that the current infrastructure did not have enough control and power wires for the new screen. As such, the board added $2,898 to the cost of the project.
In its last action of the meeting, the GTUA voted to keep former General Manager Jerry Chapman in a consulting position as Satterwhite takes over the position. Chapman, who was the first director of the GTUA, will be retiring after 32 years of service in March. The GTUA will retain Chapman's services for $25,200 over the course of the next year.
