I know of no one who is in favor of a polluted Chesapeake Bay and yet there are a number of people who are not in favor of the rain tax.
Could it be the citizens of Maryland don't trust a great number of their "representatives" to not treat this revenue as just another source for their slush fund to finance the "project of the day"? What are the guarantees that dollars generated by this new tax won't be used to move yet another department (i.e. Department of Housing) to another county as a political pay-off?
Does anyone really know if the Transportation Fund has really been repaid after being plundered over the last few years? We were told that we didn't have sufficient resources for road repair and that we had to raise the gasoline tax $.05/gallon to make up for the shortfall. Should we believe it's a matter of horrible stewardship of our tax dollars as that seems to be the only answer?
Why trust the untrustworthy?
