The Naval Sea Systems Command PEO Integrated Warfare Systems Above Water Sensors (PEO IWS 2.0) intends to award a cost plus fixed-fee (CPFF) contract to Northrop Grumman Electronic Systems (NGES), 600 Grumman Road West, Bethpage, NY 11714-5000. Efforts to be provided under this contract include Design Agent/Technical Engineering (DA/TE) services associated with the AN/SPQ-9B Anti-Ship Missile Defense (ASMD) radar program for FY15-FY19. NGES is currently the only responsible firm currently capable of providing the DA/TE services necessary to support production of the AN/SPQ-9B without significant schedule delay. DA/TE services includes engineering investigations for the purpose of identifying system deficiencies and developing corrective designs, logistics processes and product improvements specifically for safety, cost reduction, performance, availability, compatibility, reliability and maintainability. DA/TE services will be required for the installation, integration, testing, interface and design changes to the AN/SPQ-9B radar system in support of the construction and/or modification of US Navy Ships or Shore Sites and Foreign Military Ships and Shore Sites. This contract will be for one (1) base year and up to four (4) one-year options. The proposed contract action is for supplies or services which the Government intends to solicit and negotiate with only one source under the authority of 10 U.S.C. 2304(c)(1). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all responsible sources may submit a capability statement/expression of interest, which shall be considered by the agency (Navy) if received within fifteen (15) days after date of publication of this synopsis. Any submissions will not be reimbursed by the Government -- the entire cost of any submission will be at the sole expense of the source submitting the information.
A determination by the Government not to compete the requirement based upon responses to this notice is solely within the decision of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
