The Department of Navy (DON) Space and Naval Warfare Systems Command (SPAWAR) Program Executive Office for Enterprise Information Systems (PEO- EIS) has identified a potential requirement for an Enterprise Service Bus (ESB) capability to replace the current core infrastructure and adapter of the Standard Procurement System (SPS). The adapter provides messaging and mediation services required for system-to-system financial transactions between DON Business Systems. As a result, SPAWAR PEO-EIS is seeking information regarding the potential of the market to support providing an ESB capability. The information gathered through this RFI/Market Survey process will help influence future product investments and support in the DON. Additional information regarding this RFI, including specifically requested information, can be within the attached RFI document. All information contained in this RFI is preliminary, subject to modification, and is not binding on the Government. The information requested may be used to facilitate decision-making and will not be disclosed outside the agency. Any determination of a subsequent procurement strategy is solely within the discretion of the Government. The DON, SPAWAR, and PEO-EIS may, as a result of the information provided, invite individual vendors to participate in a separate Industry Day events to further demonstrate the capabilities of their specific system. However, participation at an Industry Day will be by invitation only, and will require additional data submissions, if requested. No decision whether to hold an "Industry Day" has been made, and will in part be a decision based on the response to this RFI. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service that may stem from this RFI. Respondents are advised that the Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested partys expense. Small Businesses having the capabilities to perform the tasking below are encouraged to reply to this RFI. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If an RFP is issued, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website at It is the responsibility of potential offerors to monitor these sites for additional information pertaining to this requirement.
