Feb. 11--The much-anticipated Highlands School District publication of tax delinquent real estate is expected to be out Feb. 23.

Business Manager Jon Rupert told the school board Monday that the printing of the property lists, being done by the district in-house, is under way.

It will be distributed as an insert with the Valley News Dispatch.

"It should be delivered to the Valley this week," Rupert said. "I believe they are projecting it would appear Feb. 23," Rupert said.

He said he has looked through the list and described it as "pretty interesting."

"There's 360 properties without a forwarding address," Rupert said. "A lot of people retired and just left."

Although he did not have an exact number, he said the total number of properties listed is under 1,000.

As expected, he said there were a lot of small parcels such as those basically left over from the construction of the Allegheny Valley Expressway.

"There's a lot of properties out there that are really unusable," Rupert said.

He said there are properties where the amount of taxes outstanding is unlikely to be collected.

As an example, he held up a photo of a deteriorating house in Brackenridge and said the outstanding school district taxes owed on it come to $79,000. Rupert said, realistically, there is nobody who would pay that amount for such a structure.

"It's worth noting, isn't it Mr. Rupert, that the taxes listed on those properties are just for Highlands School District and that it is likely that there are also municipal and county taxes owed on them, right?" said board member Jon Love.

Rupert said that is a fair statement.

In response to a question by board member Eric Miles, Rupert said the delinquent list would be placed on the school district's website the same day the publication is distributed by the Valley News Dispatch. He said it would then be updated on a monthly basis.
