This is a combined synopsis/solicitation for Non-Commercial services prepared in accordance with FAR part 15, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are being requested. This solicitation is being issued as a Request for Proposals, which incorporates provisions and clauses for Non-Commercial Services in effect through Federal Acquisition Circular 05-72. This acquisition is a Total Set-aside for Small Businesses in accordance with FAR subpart 15. ALL QUESTIONS MUST BE SUBMITTED ELECTRONICALLY, VIA EMAIL to Carol M. Watson, Contract Specialist: email: and Suzanne Rippenbaum, Contracting Officer: email:; NO LATER THAN 4 FEBRUARY 201410:00 AM, EST. All questions must be submitted by the Prime Contractor/Offeror as a single, cumulative list. The questions shall be in Microsoft Excel format, and have minimum of (1) column for the questions and (1) column which identifies the corresponding reference in the RFP. The Government will post a cumulative Question and Answer spreadsheet to the Government Point of Entry (GPE), once completed. Questions received after the date and time specified above, are not required to be answered by the Government.
