North Atlantic Regional Contracting Office, Fort Belvoir VA intends to solicit, negotiate and award for electronic Patient Care Reporting (ePCR) software in accordance with the format in FAR Subpart 12.212. This is a total small business set-aside. Quotes are being requested and an additional written solicitation will be issued. The solicitation number for this requirement is W91YTZ-14-T-0012. The applicable NAICS Code is 511210. The Government's intent is to award a Purchase Order and/or a Blanket Purchase Agreement no later than 1 February 2014. The ePCR should be installable on FBCH Emergency Medical Services remote servers meeting the National EMS Information System (NEMSIS) gold compliance standards as well as Tier 3, SAS 70 Type II data and have a high level of security from the end user to the enterprise level. The ability to incrementally add user licenses, up to 15 installs for Desktops, Laptops and access to the ePCR Administrator/Configuration, 24/7, 365 email software support. The software must run independently on a windows based rugged mobile computer which is also a stand-alone system that will connect to the Internet via a hotspot and will NOT connect to the government network. The software must also allow users to complete e-PCR's directly through a website account and track important statistical data. Training should be provided as part of a quote consistent with ranges of licensed users and the ability to incrementally add further training if necessary. The contractor must provide, at a minimum, four days of initial user and administrator training at FBCH. Request itemized prices for services described above for enterprise level software platform(s); purchasing of user licenses; online, and in-person training and technical support. Pricing should also be provided for a base period and 4 option periods. Discounts for volume or term of licensing should be included, as appropriate. All prices should be inclusive of potential travel and per diem costs. Quotes are requested no later than 2:00 PM on Friday, January 31, 2014 and shall be submitted via e-mail to shalonda.l.scott-boyd.civ@mail.mil
