People who file for unemployment must register with the state's job
search website before they can receive benefits, the state announced Friday.
Although the rule had already been in effect, it will be strictly enforced starting Oct. 13, state officials said.
"We are here to help unemployed individuals move from government dependence to the independence of having family-supporting jobs," said state Department of Workforce Development secretary Reggie Newson.
In the pre-Internet days, jobless Wisconsinites registered for benefits in person at one of the state's "Job Centers" and signed up simultaneously for unemployment insurance and the state's job-search system.
"This is not a new requirement, but one that unlike many other states hasn't been enforced with uniformity in Wisconsin since the mid-1990s," said DWD spokesman John Dipko.
"Claimants can file for UI benefits and then complete this one-time, online registration within one hour, and for those who need extra help, we stand ready to deliver one-on-one assistance either in person at our 26 comprehensive Job Centers and dozens of additional sites, or assistance by phone through our Job Service Call Center toll-free line," Friday's statement said.
The state's job-search website is called Wisconsin Job Service and linked at wisconsinjobcenter.com.
The state calls the site a "free, self-service system for job seekers to search job openings and post resumes; and for employers to post job listings." It also calls itself a "Wisconsin-centered employment exchange, linking employers in all parts of the state and in communities that border Wisconsin with anyone looking for a job."
This registration process includes creating a "Job Match profile" and help with uploading or creating a resume, it said.
The newly enforced requirement only applies to those who "meet the legal requirement that they must register for work," or about two of every five unemployment benefits claimants. Many who get a recall notice when they are laid off do not need to seek work on the assumption that their employer eventually will call them back.
Starting Oct. 13, new unemployment claimants who file for benefits will be notified at several points in the filing process that they have 14 days to register with the Wisconsin Job Service "in order to receive benefits," it said.
An alternative registration method will be available to help claimants "who face significant barriers that impact their ability to complete the online registration," it said.
Currently, 79,000 state residents receive unemployment benefits.
Wisconsin's state government has added a new requirement for new those who apply for unemployment insurance: beginning Oct. 13, new claimants must register with the state's job-search website.
