Due to a slip in schedule, the United States Air Force Space and Missiles Systems Center (SMC) Military Satellite Communications Systems Directorate (MILSATCOM) is issuing an amendment to NOCA 13-40 which was posted on 5 Feb 2013. The amendment covers a period of performance extension for 12 months (instead of 6 months) along with two additional options for operational cutover support to the Joint Terminal Engineering Office/Global Broadcast Services (JTEO/GBS) Bridge Contract, FA8808-13-F-0001. The JTEO/GBS Bridge Contract extension will be issued to the incumbent contractor, Booz Allen Hamilton, Inc., 8283 Greensboro Dr., McLean Virginia, 22102-4904, under the authority of Federal Acquisition Regulation (FAR) Part 16.505(b)(2)(i)(C). This 12 month extension provides continued uninterrupted SE&I support to GBS Defense Enterprise Computing Center (DECC) Operational Transition and Portable/Transportable Ground Receive Suite (PRS/TGRS) Testing. This is a completion effort to accommodate risk reduction test support going forward into Operational Test & Evaluation and Operational Cutover efforts. The Period of Performance (Pop) for the options will be concurrent with the bridge extension over the 12 month period from 1 October 2013 through 30 September 2014. The Military Satellite Communications Systems Directorate issued a pre-solicitation on 25 July 2012 (SMC-12-86) to solicit input from industry. Only one responsible source and no other sources will satisfy the Agency's requirements because the program office maintains cognizance over the protected Satellite Communications market and no other companies have emerged with the capability to meet these requirements without incurring a significant duplication of costs and unacceptable schedule impacts to the program. The purpose of this action is to solicit and negotiate an extension to the JTEO/GBS Bridge contract (GBS Portion) to continue Systems Engineering and Integration (SE&I) support to meet MILSATCOM mission needs with a period of performance of 12 month extension with 2 options for cutover support with incorporation of additional CLINs for Labor (Firm Fixed Price (FFP)) and Other Direct Costs (ODCs)) (Cost Reimbursable (CR)).

The Government will not recognize any costs associated with submission of information in response to this or previous notices. In accordance with FAR 5.207(c)(16)(ii), all responsible sources may submit a statement of capability, not to exceed 15 pages in length (a page is defined as 8.5 inch x 11 inch sheet, using 12 point Time New Roman font, with 1 inch Top, Bottom, and Side borders.), which shall be submitted within 15 days by 5:00 pm (Pacific) from the date of this posting and considered by the agency. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within discretion of the Government. In addition, responses from qualified small and small disadvantaged businesses are encouraged. The size standard for NAICS 541512 is $25.5M and all responses should identify their size against NAICS 541512.
