OTTAWA, ONTARIO -- (Marketwire) -- 03/07/13 -- Today, the Honourable Peter Van Loan, Leader of the Government in the House of Commons, announced two appointments within the Parliament of Canada.
Richard Fujarczuk has been appointed Law Clerk and Parliamentary Counsel of the House of Commons. Sonia L'Heureux, the current Parliamentary Librarian, will serve as the interim Parliamentary Budget Officer.

"Since Confederation, the 12 previous Law Clerks have provided exemplary support to Members of Parliament. Mr. Fujarczuk's career suits him well for taking up this new challenge and carrying on this important record."
The Law Clerk, one of the senior Table Officers in the House, is responsible for providing legal advice to Members of Parliament, standing committees and the House Administration, including the Board of Internal Economy. Mr. Fujarczuk will manage the Office of the Law Clerk and Parliamentary Counsel which provides legislative assistance to Members in drafting private Members' bills, motions and amendments.

The position of Parliamentary Budget Officer was created through the Federal Accountability Act in 2006. The Parliamentary Budget Officer is an officer of the Library of Parliament who reports to the Parliamentary Librarian. The Library is accountable to the Speakers of the Senate and the House of Commons.
The appointment of Mr. Fujarczuk is effective May 13, 2013. The appointment of Ms. L'Heureux is effective March 25, 2013. Ms. L'Heureux will also continue in her role as Parliamentary Librarian.
The Parliamentary Librarian has retained a search firm to assist in the finding of a permanent Parliamentary Budget Officer and has advertised for this position.

Richard Fujarczuk has served as the Vice-President, General Counsel and Corporate Secretary of Atomic Energy of Canada Limited since 2011. He previously practiced law with the National Capital Commission from 1992 to 2011, most recently serving as General Counsel and Corporate Secretary. He practiced in the private sector from 1981 to 1992.
Mr. Fujarczuk also taught business law at Sheridan College; has been a member of the Governmental Affairs Committee at the Mississauga Board of Trade, and a member of the Land Use Planning Committee for the City of Mississauga.
Mr. Fujarczuk is a member of the Law Society of Upper Canada, the Canadian Bar Association and the Canadian Society of Corporate Secretaries. Mr. Fujarczuk was called to the Ontario Bar in 1981 after attaining his Bachelor of Laws at the University of Western Ontario. He also holds an Honours B.A. from St. Michael's College at the University of Toronto and holds a Master of Laws from York University's Osgoode Hall Law School.
Ms. L'Heureux was appointed Parliamentary Librarian in June 2012. She originally joined the Library of Parliament in 2008 as Assistant Parliamentary Librarian, and later held the position of Associate Parliamentary Librarian. She is also a member of the Standing Committee on the Library and Research Services for Parliament section of the International Federation of Library Associations and Institutions.
Prior to joining the Library of Parliament, she held the positions of Director General of Reorganization Implementation and Renewal Integration at Human Resources and Social Development Canada and Specialist Advisor, Tax Policy, at the Australian Treasury. She has also worked as a policy analyst at Finance Canada, Environment Canada and Energy, Mines and Resources Canada.
Ms. L'Heureux holds a Master of Science in Economics and a Bachelor of Science in Economics from the Universite de Montreal.
