The European Union said Monday it was unsure whether the eurozone loan of up to 100 billion euros ($125 billion) to Spain would worsen the country's deficit numbers.

we cannot reach a conclusion on the matter," said Amadeu Altafaj,
spokesman for E.U. Economy Commissioner Olli Rehn said, indicating
that it would depend on the "instruments used" for Spanisk bank aid.
However, "of course there will be an impact on debt, because it is
a loan," Altafaj said.
The issue is controversial in Spain, as Prime Minister Mariano
Rajoy said Sunday there would not be any impact from the eurozone
loan on the deficit, while Economy Minister Luis de Guindos said the
opposite a day earlier.
