This year’s list reflects a young administration’s incomplete appointment efforts. The 2002 Hispanic Business Federal Elite directory lists 20 members of Congress, 51 judges, 13 military leaders, and 93 government executives, including officers in all three branches of government. The latter number is markedly low relative to 2001’s Federal Elite for the reason that the Bush administration is barely a year old. Moreover, government appointments have received less attention in the wake of the September 11 terrorist attacks. This year’s list also includes 82 career Senior Executive Service appointees -- a Federal Elite first.
