Hispanic employment program managers (HEPMs) are individuals in federal agencies charged with improving the representation of Hispanics in the work force. Specifically, they work to implement the office of personnel management’s 10-point model agency Hispanic employment plan. Tools at their disposal include executive order 13171, which mandates that agency heads "provide a plan for recruiting Hispanics that creates a fully diverse work force."
Federal employment faces a major reorganization during the 2003 fiscal year. The proposed department of homeland security would move 170,000 workers from 20 different agencies into a new unit, creating both employment opportunities and glitches. Military action against Iraq also would rearrange the priorities and hiring patterns of the federal government.
"Every major merger and reorganization, whether involving companies or government agencies, is a disruptive and complex undertaking," writes scholar Norman j. Ornstein of the American enterprise institute. "Career paths change, bosses change, physical locations change. Human beings naturally resist such changes. It can take years to make such transitions work, even when the entities are similar.
In the case of a homeland security department, the existing missions, cultures and locations of the 20 units being merged together could not be more disparate."
The transition will create opportunity, however. Mr. Ornstein notes that integration of information technology and accounting systems for homeland security represents a gigantic undertaking. The mission of the agency will demand new skills as well.
